What is at stake and why we must act now

Warminster’s character isn’t accidental. It lives in our people, our historic buildings, our rare ecosystems, and the stunning natural landscape that surrounds our town. Protecting this is not just the Town Council’s duty — IT’S OURS!

Right now, two issues top the list of residents’ concerns: failing local services and the rapid loss of our most cherished landscapes.

Yet, despite repeated warnings and limited genuine engagement with the community, the current Neighbourhood Plan review has left two parts of Warminster wide open to speculative development bids: Ashley Coombe and Home Farm.

Home Farm has been targeted again and again – and every time, including in 2020, it was rejected by an independent Government Inspector. He was crystal clear:

To provide access to the developable part of the site would require a loss of a significant stretch of an existing high wall that is important to the character of Boreham Road and setting of the conservation area.

In allocating a site there should be reasonable certainty that potential impacts will be acceptable or able to be mitigated. This level of comfort does not exist, and serious doubts remain over whether a form of development would be possible that would not have an unacceptable degree of impact on the character, appearance or significance of heritage assets. This would be contrary to the requirements of the NPPF.

Notwithstanding the need for housing, I am not convinced that the benefit of development would outweigh potential harm in this location. The allocation of this site is therefore unjustified and contrary to national policy and it should be removed from the Wiltshire Plan.

These findings weren’t emotional opinions – they were professional, balanced judgments aimed at protecting the unique landscape that defines Warminster.
