Listed Building Consent – Application PL/2026/04915 at Home Farm, Warminster

Can I remind you that Listed Building Application PL/2026/03056, “Removal of modern gate and repairs to reinstate the existing pedestrian opening in stone wall immediately west of The Cotes (Grade II)” was withdrawn, as the Bellway Homes consultant used the wrong application forms.

The consultant has reapplied under Listed Building Application PL/2026/04915. “Removal of derelict gate and repairs to reinstate the existing pedestrian opening in stone wall immediately west of The Cotes (Grade II)”.

The wall running between The Cotes (Grade II listed) and 196 Boreham Rd is Grade II listed as well and the entrance was never a pedestrian entrance – it was an agricultural entrance to a walled market garden known as Cotes Field.  Sadly part of the eastern and the whole of the northern wall have been removed but the west, south and part of the eastern wall remain. Further the field side of the entrance is significantly higher than the pavement side. Levelling to provide the proposed “pedestrian entrance” will introduce a significant slope from a field that traditionally floods during winter in the northern area. This slope in turn will alter the natural ground and surface water flows from Battlesbury Hill Camp to the River Wylye. Boreham Road runs slightly downhill from the entrance to the Bishopstrow Roundabout, which has suffered catastrophic flooding in recent years.

There is an up-to-date green planning notification pinned to the old gate. Consultation phase ends on the 3 Oct 26.

Several members of EBBRAG raised objections against PL/2026/03056 from a Heritage and Conservation aspect. These are still listed under that application number. Regretfully these objections were not transferred to the new application even though, apart from the application number, it is the same application.

Can I please ask all those who originally objected to copy their objection from PL/2026/03056 and resubmitted it to the new application. At present there are only a few objections against the new application that has major implications for the heritage and conservation aspects of this wall. It could also have a detrimental effect on Boreham Road thorough car parking near the entrance and possible increase in flooding in heavy rainfall. This is the link to use for new comments on PL/2026/04915 and for reference the link to the comments on the older application.

Thank you.
